DUBAI (AFP) — The Gulf emirate of Dubai on Saturday banned the sale of tobacco to anyone under the age of 20 with immediate effect and barred young people from public areas in which smoking is allowed.

The announcement was made in public advertisements in Arabic-language newspapers as part of a “Youth Without Tobacco” campaign.

A spokesman for Dubai municipality told AFP that cigarette vendors and managers of public places such as cafes and restaurants have been instructed to ask clients for proof of identity even to smoke water pipes.

Those breaking the law would be fined, he said without elaborating.

LAGOS (AFP) — Smokers in public places in Nigeria’s capital Abuja will be arrested and prosecuted from June 1, a senior health department official for the federal capital said on Saturday.

“As from tomorrow (June 1), we will begin to arrest and prosecute people who smoke in public places in the entire Federal Capital Territory (FCT), Abuja,” said the FCT official.

“We are going to enforce the anti-tobacco act promulgated in 1994. The law enforcement agents have been alerted,” said the official who requested anonymity.

PARIS (AFP) — The simple act of using a computer for email or the Internet can mobilise armies of hidden agents and criminals out to subvert the system and business, the OECD says in a study on cyber crime.

The report, entitled “Malicious software (malware): a security threat to the Internet economy,” gives an impression of two worlds engaged in an uneven war of virus invasion and belated defence.

Cyber crime, to steal data, spy and attack government and business computer systems “is a potentially serious threat to the Internet economy,” the study, published on Friday, warns.

Organisations involved in “fighting malware offer essentially a fragmented local response to a global threat,” the Organisation for Economic Cooperation and Development says.

According to threat statistics analysed by managed security company, Network Box, the percentage of phishing attacks decreased in May in relation to other malware, the company reported on 30 May 2008.

Phishing attacks were reduced to approximately 42% of all malware in May compared to 67% in April. According to Network Box, this change may be generated by botnet activity causing an increase in other malware like viruses and offensive emails.

National Clinical Reference Laboratory Provides Results in Less Than 24 Hours, Leading to Faster Diagnosis of Virus that Infects Millions of Americans Each Year

KANSAS CITY, Mo. — ViraCor Laboratories, a specialty molecular diagnostic reference laboratory that provides 24-hour turnaround for all laboratory tests, today announced the launch of a new enterovirus test that quickly pinpoints the virus, which impacts 10-15 million Americans each year.

Developed by ViraCor, the molecular test quickly and accurately detects the more than 70 known strains of enterovirus, giving physicians the information they need to treat patients appropriately. It also allows them to determine and track the severity of an infection by measuring a patient’s viral load.

The Centers for Disease Control estimates that enteroviruses are responsible for approximately 10-15 million infections a year in the United States, making them the second leading cause of viral infection in humans after the rhinoviruses, which cause the common cold. There are more than 70 known strains of the virus, which can cause a range of minor to life-threatening illnesses, including aseptic (viral) meningitis, myocarditis, and encephalitis. People may become infected by enterovirus through direct contact with an infected person’s saliva, mucus or other bodily secretions, or by touching contaminated surfaces or objects, such as counters, telephones or doorknobs.

Children and patients with compromised immune systems are at a particular risk for enterovirus infection because their bodies cannot readily fight the virus. CALGARY, May 30 /PRNewswire-FirstCall/ — Oncolytics Biotech Inc. (TSX: ONC, NASDAQ: ONCY) announced today that two presentations covering preclinical work using the reovirus are scheduled to be delivered by Dr. Richard Vile of the Mayo College of Medicine, Rochester, Minnesota, at the American Society of Gene Therapy (ASGT) annual meeting in Boston, MA. In this study, the investigators demonstrated that normal T-cells pre-loaded with reovirus localize to lymph nodes, spleen and liver and deliver the virus to sites of metastatic disease. In addition, killing the tumour cells in the lymph nodes and spleen by reovirus generated potent anti-tumour immunity, preventing repopulation of the lymph nodes and spleen by further waves of cells spreading from the primary tumour. MBABANE (AFP) — Four out of five men in Swaziland, the nation with the world’s highest rate of HIV, would refuse to undertake a test for the AIDS virus, official figures showed on Friday.

A total 79.6 percent of those questioned in a survey said they would not be willing to take a test while only a minority (46 percent) said they were prepared to use condoms, the central statistics office said.

Health authorities smell trouble on the eastern plains. Skunks with rabies, to be exact.

Since June 2007, seven skunks and a coyote have tested positive for a strain of rabies not usually found in Colorado.

Because the diseased animals have been discovered in multiple counties covering hundreds of square miles, the Colorado Department of Public Health and Environment said the disease appears to be widespread and could make its way to the Front Range.

John Pape, state epidemiologist, said the strain, known as skunk rabies, is routinely observed in Oklahoma, Texas and Kansas, but it has not traveled this far west in 30 years.

If the virus reaches urban areas such as Denver or Colorado Springs, it could become a serious public health problem.

The disease is fatal. Treatment for exposure is effective, but the shot regimen costs several thousand dollars.

Currently, if someone is bitten by a dog, say on the jogging trail, doctors don’t recommend rabies treatment. If skunk rabies is confirmed in the area, that could change.

A spread among animals would likely hasten in suburbs, where there are more critters and family pets to bite.

In the past two months, the state health department discovered four skunks with rabies in Kit Carson, Yuma and Adams counties. Two attacked dogs. In 2007, rabies-infected skunks were discovered in Prowers, Washington and Las Animas counties.

In Colorado, rabies cases in animals such as skunks are usually a strain from bats and are isolated. A bat was the suspected source of a rabid skunk found last year in Mesa County, in western Colorado.

The skunk strain observed on the plains is more quickly moving among animals and poses a greater threat to pets.

“The problem is skunks are highly efficient at transmitting rabies to other animals like pets,” Pape said in a health department news release.

The virus affects the nervous system and kills within a few days of the first symptoms. It’s known for the abnormal behaviors that take hold of the infected.

Nocturnal animals become active in the daytime. Animals become aggressive or catatonic. Animals prone to flight when threatened may turn and attack, instead. The two dogs attacked by skunks were far larger, a matchup skunks would not normally submit to, Pape said.

The state is urging pet owners to make sure their dogs and cats are up to date with their vaccinations, and it is asking local public health agencies and veterinarians to be watchful for signs of the disease.

El Paso County has been monitoring skunks for possible rabies but has found none, he said.

The last human case of rabies in Colorado was in 1931, and the last dog in 1974. A dog that contracted rabies in Texas came to Colorado in 2003, and nearly two dozen people were investigated for exposure.

Nationally, one to two people a year contract the disease, usually from bats.

GENEVA (AFP) — The World Health Organisation said Friday that only a total ban on all forms of tobacco advertising can stop the “constantly mutating virus” of the marketing industry and protect vulnerable young people.

Tobacco companies are using ever more sophisticated marketing techniques, including the promotion of non-tobacco items like clothing, or sponsorship of concerts and sporting events, to evade what restrictions are already in place, the WHO noted.

“The tobacco industry employs predatory marketing strategies to get young people hooked to their addictive drug,” said Douglas Bettcher, director of the WHO’s Tobacco Free Initiative.

These tactics are “very, very precisely focused on catching and snaring young people, in particular as replacement smokers for those who died or quit at an earlier age, so that they can continue to extract their profitability,” Bettcher told journalists.

Wayne Rooney’s temper and volatility on the pitch are worrying Fabio Capello to the extent that he will speak to the England striker about curbing his aggressive tendencies. Indeed the England manager had to talk to Rooney at half-time during the 2-0 victory over the United States on Wednesday evening, telling him to calm down after a reckless first-half challenge that could have led to a dismissal.

The warning went unheeded, however, and Rooney was cautioned after the break for another tackle before being withdrawn, in a substitution that was planned before the game, after 79 minutes. However such is Capello’s concern over Rooney that he admitted afterwards that the Manchester United striker has even endangered team-mates in training.

As the 22-year-old prepares for his stag party in Ibiza - he did not travel with the England squad to Trinidad yesterday - Capello conceded that the temper that Rooney claims is under control again threatens to derail England. As Rooney approaches the second anniversary of his stamp on Ricardo Carvalho that brought him a red card in the World Cup quarter-final against Portugal, Capello, although generally happy with the player he regards as England’s special talent, said that his petulance had to stop.

There is also confusion around the readiness or otherwise of Michael Owen to play in the two end-of-season friendlies, including Sunday’s game against Trinidad and Tobago. The Newcastle striker had withdrawn from the squad on Friday with what was described as a “contagious virus”. However, he was present with his wife Louise at Wembley on Wednesday to watch the USA game. The Football Association received a doctor’s report two weeks ago about Owen’s health and it was decided it would be too dangerous for him to train, and possibly infect, his team-mates.

However Owen has clearly recovered since then and Capello was aware of his presence at Wembley. Tellingly however, having ruled him out of his plans, the manager had no intention of calling Owen up which appears to indicate that the 28-year-old is not central to England’s future and may be relegated to a peripheral role. Although he failed to score, Capello is understood to have been pleased with the performance of Jermain Defoe, who played as the most advanced striker, with Rooney behind him. The Portsmouth forward’s movement and link-up play impressed Capello as did his pace. It is likely that Theo Walcott will also be given an opportunity against Trinidad & Tobago.

The England squad was trimmed yesterday before it flew out for that friendly fixture, with seven of the Champions League final players - Rooney, Owen Hargreaves, Wes Brown, John Terry, Frank Lampard, Joe Cole and Ashley Cole - left behind because of their exertions in Moscow. Rio Ferdinand did make the trip, partly because he was desperate to remain in the squad and is keen to continue to stake his claim to the captaincy, as did Wayne Bridge who did not play in the European Cup final.

Capello is also understood to have been very pleased with the contribution of Steven Gerrard on the left side of midfield. While he accepts that Frank Lampard’s performance was hampered by tiredness it appears the Chelsea midfielder has an uphill task to force his way into the team, especially as Gareth Barry again impressed. Capello was happy with the overall performance and England’s ability to put pressure on opponents who, though poor, were, the Italian believes, made to look poor by his team and tactics.

As for Rooney, Capello would at first only admit that he “did one very strong tackle, nothing more”, presumably referring to the first- half challenge on Ricardo Clark that could have warranted a red card but which Greek referee Kyros Vassaras chose to punish only with a free-kick. Later he agreed that Rooney’s behaviour had to change.

“Yes, I have to keep him on the pitch for 90 minutes and so I have to speak with him,” he said. “I have to speak with Rooney and explain to him that he mustn’t do these tackles. Yes, sure, of course I will speak to him. Not now, but in time. The next time I see him [August], I will talk to him.”

The second challenge, on Frankie Hejduk in the 76th minute, did earn Rooney a booking to which he responded with an angry gesture towards Vassaras. “I saw the same thing from him in training,” Capello said. “On Tuesday in the last session, it was the same. It is normal for him and I told him that. I was worried for the other players.”

It was not entirely clear, with Capello now conducting his press conferences in English rather than Italian, to what extent he was worried about the threat to his other players, but the message was blunt enough. England’s training sessions are known for their full- bloodedness but it seems Rooney has exceeded the limits. Capello’s defence of his player’s essential, committed nature led to him also admitting that the two challenges were probably worth a sending-off when combined.

“You cannot play without commitment and when you need to play, with that commitment, you tackle very hard,” he said. “That is something I think he showed. He did very, very hard tackles, both possible yellow cards, but neither of them worthy of a red card. He got a yellow at the finish. I think it is a normal game for him.”
